Eligible service under both criteria may be combined to reach the 45-day minimum

notably as part of the Interim Staging Base and Training Centre (ISBTC) are also eligible if they were not eligible for another service medal aside from the Canadian Peacekeeping Service Medal

Only individuals (not groups) could be nominated and posthumous nominations were not accepted

Other recipients were selected based on the recommendation of governmental and non-governmental organizations and Members of the Legislative Assembly

Approved activities are those that were underway on 11 June 1984 or established thereafter
